Once the Bill is finalised, landlords can expect several significant changes: 

  • Tenancy Reform: Periodic tenancies will be introduced, Section 21 notices will be abolished, and possession grounds will be updated. This means landlords must be ready to navigate new rules if they need to regain possession. 
  • Rent Limits and Bidding Rules: Advance rent will generally be capped at one month, and accepting offers above the asking rent will no longer be allowed. 
  • Notice Periods: Tenants will have longer notice periods, depending on the reason for eviction. Landlords will need to plan for potential delays in regaining possession of their properties. 
  • Ombudsman and Database Requirements: All private landlords will be required to join the PRS Landlord Ombudsman scheme and register on a central database once the legislation is complete.
